Why water in ocean not flowing towards pole?

As we know that the shape of earth is not pure sphere; it is Spheroid.
Consider the diagram (it is an exaggerated shape to illustrate the point). Consider the point P (P is at the surface of water at an ocean). The direction of gravity is not vertical to the water surface (due to the fact that shape of earth is spheroid). Then water should flow towards the pole due to the horizontal component of gravity!!!!!
It doesn't happen; why?????
